Radio resource management, which allocates resource reasonably and efficiently, plays an important role in guaranteeing the quality of service of users in wireless networks. In this paper, three types of radio resource management methods, cell access selection, admission control and energy saving are discussed.Firstly, a novel cell access selection algorithm based on multi-atrribute decision making and Winner processes prediction method is presented. By dynamically adjusting the importance of the criteria and predicting the traffic load accurately, this algorithm achieves good performance. In section III, an admission control algorithm based on dynamic priority is proposed to optimize the performance of system utilization and blocking probability of calls. The definition of dynamic priority and the details of this algorithm are presented. Finally, load transfering between cells is introuduced to realize energy saving of BS (base station). Simulation results show that both the admission control and the energy saving methods outperform other algorithms.
