It has been a great significance in these years for all knowledge-based enterprises to build an implementation platform of the distributed knowledge management which can make scattered knowledge resources used and managed on the semantic level. Therefore, focusing on the research of distributed knowledge management, through researching semantic P2P networks and analyzing the characteristics of distributed knowledge management, a model of distributed knowledge management is established in this paper with the combination of semantic web and P2P network. With the related technologies, such as XML, RDF, Ontology and so on, the process of the knowledge management which includes knowledge acquisition, representation, storage, maintenance, operation, access and innovation is detailed in this model as well as the layered structure of knowledge management based on OWL is given with the keynote of the function of OWL. Then, a technology platform, exactly the distributed knowledge management system based on semantic P2P networks, is established so as to implement the model above. The functions of system modules and key technologies are introduced in order to explain how to realize the dynamic process of distributed knowledge management. Finally, the systems of semantic retrieval flowchart are presented, as well as the retrieval requests are matched by introducing semantic similarity.Through building the model of distributed knowledge management and technology implement system, this paper combined advantages of P2P network and semantic network. It is not only able to solve the bottleneck problems of the visit of distributed knowledge management, but also improve the efficiency and the degree of accuracy of retrieval. It makes the share of knowledge so effectively and accurately as to provide high quality, efficiency, safety knowledge services to users.
