Alarming surveillance systems is an important part of security systems.technology.It also is a comprehensive project which combine computer technology, network technology,image processing technology and engineering control. A complete security systems is a comprehensive systems developed with video surveillance equipment and video surveillance software. With the development of the computer vision technology, computer image processing technique and artificial intelligence technology, Alarming surveillance systems gradually become intelligent.And the key of intelligent surveillance systems is the accurate of object detection and the robustness of object tracking under the complex scences, which is the basement of senior behavior understanding and description. Therefore, this paper proposed the study of alarming surveillance systems and intelligentization. There are two research questions: one is the systems design of alarming surveillance systems, which includes software design, hardware design and intelligent video and so on; the another one is aiming to the tracking problem in the complex scene ,realize the algorithm of object tracking based on spectral histogram and Kalman filter ,by the application of image processing technology.Firstly, this paper introduced the development,significance,classification and application of alarming surveillance systems, the application of image processing technology in alarming surveillance systems and the domestic and international study situation in this field. Secondly, The design standares of alarming surveillance systems and the hardware structure are introduced,such as camera section,transmission section ,control section,display and storage section. Thirdly,a detailed description of this research priorities video surveillance system core technology design, including the system's hardware structure design, software design, system module focuses on the system of intelligent video technology and PTZ control and alarm applications. Immediately after the second, details the application image processing technology to monitor monitoring system's underlying technology - feature extraction techniques. Feature extraction intelligent tracking technology is an important basis for a detailed description of color feature, edge features as well as spectral characteristics such as the histogram in target tracking detailed application in the process.For the tracking difficulty of complicated backgrounds, Feature extraction based on spectral histogram is proposed to improve tracking's precision, and Kalman filter is adopted to predict object's movement trend. Spectral histogram is computed on the frequency domain,so the color and noise interference was reduced. It is indicated that this systems can reach the realtime of surveillance and the accuracy of detection requirement, and save cost well.
