Education as the promotion of national progress and national development, an important cause, at any one historical period, will be subject to public attention. Education reform, as the most important aspects of the field of education, relationship the future direction of education development. On the one hand, those in power hope to enhance education through reform,and foster better human resources, boost socio-economic, political, all-round development. the other hand, the public hope that reform will lead to more comprehensive education system, better educational resources and more equitable access to education.In China, education reform is a never-ending social and public issues. Every time a new policy of the education reform and new progress released, will touch the public nerve, causing extensive discussion.It is precisely because the public's keen interest, the mass media will be a great deal on education reform, sustained coverage. However, the media can not absolutely true, fully present educational reform issue, can only select relevant information, and integrate, reconstruct, disseminate these information, that is the construction of the media reform issues.Construction by the media relationship with the public awareness about the education reform, the public participation in education reform and then the social impacts on public affairs. So, in the actual media event, in the end is how the media construct " education reform " issues? Different media in the construction of the same topic, what are the differences? Construction of the media's perception of what impact the public, whether for public participation in the discussion of education reform provides an open "public domain"? Construction of the two media in the topic, what are the lack, how to improve? Research and discussion on these issues will provide useful references to improve coverage for the media .Based on the Frame-building theory and Public Sphere theory, mainly using content analysis, text analysis and depth interviews to the "People's Daily" and "Southern Weekend" from September 2008 to July 2010 report, This paper made a comprehensive ,systematic research. This study aims to analyze "the People's Daily" and "Southern Weekend" activities in the actual situation of constructing public issues, to consider whether the two newspapers played a "public domain" feature and the achievement of "media publicity" degree of . Paper in the second chapter make a new interpretation of the "public domain", "public media", and "public issues" and try to sum up the " three criteria of Media Constructing public issues ", then based on "three criteria " assess the reports of Educational Reform by the two newspaper.Study found that two newspapers based on their own media properties and communications demands, constructed in different ways educational reform issues. Moreover, the construction of educational reform issues did not meet the standards defined in this study ,that can not be good to play media "public domain" feature. The article suggests that, the two newspapers by expanding sources of news cue, increasing in teachers, students, parents and other news sources, further opening up the speech platform, lowering the threshold for the expression of public opinion, in constructing issues, daring to criticize the problem, but also maintaining "rational" to promote discussion and resolution, emphazing on new media in the role of constructing public issues and so on, improve the quality of reporting educational reform, and play in public discussing educational reform issues the " Public Sphere " role.
