Industrial managing department is a link of the government department and the grass-roots enterprises.One of important work is to analyse large amounts of data regularly.If we still use the traditional way to collecte and summarize the data, it's very hard to improve the efficiency of work, and to ensure the accuracy and authenticity of the data. Along with the nation and each industry departments require the data more and more strictly, whether the content, summary report way, or report timing, etc, traditional way certainly do not adapt to these requirements more and more difficult. In addition, the current business is complex and geographical position is dispersed. In this case, using the traditional manual reporting and on-site traversing to prompt understanding enterprise management status and the operation data cannot meet the requirements obviously.In order to fully satisfy the requirement of competent department to grass-roots enterprise on distributed data collection, transmission of real-time and flexibility, also in order to solve the questions has consolidated, such as rapid, summary and analysis the data. It is imperative to establish an online data collection of database technology and summary analysis system, which ia based on the advanced internet technology and database technology, in order to realize the real-time data, flexible acquisition and centralized storage, and to improve the information management level of the government department thereby.The paper is based on the research and application of the existing economic running data gather and collection system. By analyzing the practice economic developing statement of Gaomi and complexing with the work requirement of the writer, the statistical and modeling language (UML) is adopted as the design describing language. J2EE is adopted as the flat base and the standard configuration and the B/S configuration model. We design and realize an industry economic running data network collection system towards the utilization of the county grade industry government management department.In the paper, the writer analyzed the background of the system, data acquisition and meta-analysis research situation of system. This paper summarizes the main problems which need to solve of system, and briefly introduces the main technology of the system using, main work of the the paper. In system designing, it is strictly according to the unified modeling language.The requirement analysis of the system adopts the user case diagram and business flow to express the users needs of the system. In the part of the system architecture, using the chart of overall architecture, data architecture, deployment architecture, network architecture, functional architecture of the system, and from sides of the system platform, database platform, application server, development platform and so on, a set of open source extensible system architecture is completely chosed under the premise of satisfying the demand. In the part of the detailed design, the system adopts relationship class diagram to express the static structure and adopts activity diagram and the timing diagram to express the dynamic structure. In the part of implementation and test of system, the system uses SQL Server 2005 database to proceed, and through the user access functions drop-down menu item and the right function setting, many complex functions of system are classified and merge, so the user can complete more than one functions in one window, so as to achieve the design purpose of simplifying the window interface and operational steps.The system designed and realized in the paper can keep near distance with the development step of the age. It can make full use of the digital service of broad band network and the mobile communications network. And in the end it can realize the "three transformation", that is, transferring the indirect statistic to the direct statistic, the twice import to the one-off import from the base unit and transferring step-by-step collection to the super collection. After the system being adopted, it is much helpful to simplify the wok step, decrease the workload and increase the work efficiency. Furthermore, it can decrease the probability of giving wrong in the process of data statistic process.
