Research On The Investing And Financing Systems In The Public-benefit Publishing Outfits

With the public cultural service system construction becomes more and more important, the Public-benefit Press and Publication Units as the leader of public cultural undertakings are susceptible to developing problems under the influence of the inefficient finance investment. Consequently, it is extremely urgent to improve the public-benefit press and publication units. Especially the financing and investment research will take on greater importance. At present, although there are some studies on public welfare publishing, the research on the problems of public-benefit publication's range, characteristic, pattern, and management is still within an enlightening stage at home. There is also a scarcity of financing and investment research of public-benefit publication.In order to study the question of public-benefit press and publication's financing and investment system in every side, this thesis synthesized to make use of studying literature, researching systematic, combining the theory and the reality and studying economics. Technically, based on the reviews of the financing and investment development of our country's public welfare publishing and analyses the problems, this paper explores our country's public welfare publishing units and analyses financing and investment system from the economics as well as comes up with the creative conception-public publishing lotteries on the basis of definition of public welfare publishing and financing and investment system. This thesis divides into three parts on the research content. In the first part, this paper not only analyses the financing and investment present status of public-benefit press and publication that relies on our country's government spending; but also analyses the public welfare publishing units' financing and investment problems:few expenditure, low investment efficiency, limited investment, and regional differences' unbalanced financing. In the second part, it analyses the public-benefit press and publication's amplitude and scarcity as well as the value of the equilibrium of supply and demand from the economics. And in the last part, this article introduces some popular public projects model into the research of public-benefit press and publication's financing and investment system. At the same time, it analyses the theoretical basis, reality, and feasibility of establishing the "public publishing lotteries mechanism" as a financing channel of public-benefit press and publication units.The financing and investment system research is to study the subject's basic system and methods in organization and administration of financing and investment activities. And the main content includes the determinate of financing subject and its behavior standard, the methods and channels of raising capital funds, the government macro-management of financing and investment and so on.
