With the rapid development of China’s economy and the major changes ofsociety that has undergone,the public sector as a public service and productsprovider and an important administrative functions sector, should adopt strategichuman resource management as the enterprise do on the strategic human resourcemanagement issue.Strategic human resource management, not only can overcome the drawbacksof traditional personnel management, but also can overcome the insufficientattention to and exploitation of human resources,which is the shortcomings ofhuman resource management. Strategic human resource management, will closelylink the strategic target of the organization and the human resource managementpractices, effectively solve the dilemma of the conflict in the former twomanagement models exist.Therefore, the system analysis method, literature research method andcomparative analysis method are used to study the problems in current public sectorhuman resource management, so as to explore the importance of public sectoradopting strategic human resource management model, which combines the strategichuman resource management on tissue level and strategic human resourcemanagement on personal level. It is for improving strategic human resourcemanagement case in theory and for the improvement in the performance of humanresource management in the public sector. Finally, the author combine the currentsituation of human resources management in public sector in Shandong Lijin county,and puts forward some proposals for advancing strategic human resourcemanagement in the public sector.
