Post-financial crisis era, China’s economy to be a huge impact, dependent on exports of high investment model of economic growth come to an end, serious environmental pollution, widening income gap between urban and rural areas, social contradictions, the cumulative population structure across the Lewis turning point, and so has been unavoidable."Urbanization" accepted as a way to achieve sustainable economic development for the community. It is found that the system of China’s urbanization process is facing predicament, and long-term implementation of the Household Registration System and restrictions on farmers’land has a complete property rights system exclude farmers sharing outside the range of value-added benefits of economic development, and land, which undoubtedly deviated from our land appreciation and income distribution system to achieve the original intention of the prices turned over to public. In this paper, the theory of prices turned over to public combing impede the realization of prices turned over to public "factors in the analysis of the value-added benefits of the land distribution system, and research the defects related reforms being implemented in some areas with the merits of, and to explore the its replicability. The author believes that to achieve "price normalization public" should be removed in the short-term link between the residence and social welfare, public services, citizens basic public service equalization and to give farmers a complete land property; dual household registration system in urban and rural areas should be the complete elimination of the long-term, completely welfare equalization.
