Background In recent years, various infectious diseases which are related to highly pathogenic avian influenza virus, Ebola virus and other highly pathogenic pathogenic microorganisms break out around the world. With the accelerating globalization process and the increasing external exchanges, the risk of inputting overseas infectious diseases significantly markedly increased. These infectious diseases include west Africa ebola haemorrhagic fever, Middle East respiratory syndrome, etc. Thus, China need more surveillance and detection systems aiming at emerging and reemerging infectious diseases. Biosafety level 3(BSL-3) laboratory has become the key platform and research base for the biological detection and research of highly pathogenic microorganism, and has provided technical support for the prevention and control of major infectious diseases and for the emergency disposal public health in China.Objective Understand the situation of using BSL-3 laboratories in provincial level, discuss the difficulties and problems when operating these laboratories, and then provide the basis for the administrative department to draft and adjust the public health policy in our country, promote the construction of BSL-3 laboratory run to a new level.Methods Design a questionnaire to acquiring China’s provincial CDC biosafety level 3 laboratory using status during the nearly three years, select a provincial CDC for the preliminary investigation, and according to the feedback, improve the questionnaire and then accomplish them by interviewing the managers of BSL-3 laboratories. Survey data collection, establish database of EXCEL, descriptively analyze these data using Excel 2013 software and Maplnfo Professional software.Main Results The deadline of this investigation is March 18,2016, the results will be subject to the situation before deadline.(1) Basic situations of China’s 10 provincial CDC BSL-3 laboratory:The average number of working staff in China’s 10 provincial CDC BSL-3 laboratories is 31 people on average, up to 51, at least 12.Among these staff, senior professional titles accounted for 36.57%, intermediate professional titles accounted for 34.3%, junior professional titles accounted for 23.95%, other personnel accounted for 5.18%.Average working funds is 455000 yuan per year. There are eight BSL-3 laboratories have carried out the experimental activities, yet the rest two BSL-3 laboratories haven’t implemented any activities.It took 5 months on average from preparing to passing review of ministry of science and technology, took 11 months on average for environmental evaluation, took 5 months on average for CNAS recognition, and took 3 months on average for the approval of the National Health and Family Planning Commission of the People’s Republic of China.(2) Using situations of the Eight provincial CDC of China from 2013 to 2015:The average time of experimental activities in the 8 laboratories from 2013 to 2015 is 43 days per year, the average time for testing activities is 27 days/year, and the unused condition time is 194 days per year on average. Laboratory activities involved 9 highly pathogenic microorganisms listed in class Ⅰ and class Ⅱ of "human infection of pathogenic microorganisms List" and 2 emerging infectious diseases (influenza A virus subtype H1N1 and the Middle East respiratory syndrome coronavirus) which have not yet been included in the "list".(3) Main problems of China’s provincial CDC BSL-3 labs in the operation process:Half of the 10 laboratories reflected low using frequency,40%(4/10) reflected lacking professional risk subsidies,30%(3/10) reflected without special maintenance funds,20%(2/10) reflected lacking of working funds, and 20%(2/10) reflected lacking of laboratory research projects supporting.Conclusion and Suggestions This research objectively reflects the using situations of 10 provincial CDC BSL-3 laboratories for nearly three years, not only explains the overall situation of the provincial CDC BSL-3 laboratories, but also analyze the weaknesses in the laboratories. According to the analysis, the operating frequency of BSL-3 laboratories still need to be increased, to guarantee funds for the laboratory need be improved. Thus, it is necessary to promote the construction of the standardization of the BSL-3 laboratory, configure corresponding equipment, do a good job of training technical personnel, strengthen the policy and measures, further reform the personnel mechanism, improve laboratory management mechanism, and ensure the effective functions of BSL-3 laboratories.In general, BSL-3 laboratory is a systematic project involving a number of majors, it needs cooperation many departments to achieve the construction and development, and needs the supporting of policy, system innovation, legal protection, and stable support.
