The Automatic Identification System, (ab. as AIS) is a fast developing system in the world for automatic communication and identification between ship and ship or ship and shore. The system is very important for navigation safety, it also plays important role in traffic control and other marine affairs. AIS is composed of ship and shore system.The shore station may enhance the identification between ships and broadcast dynamically the marine traffic, it thus extends the service and management area. The station may also play as a dispatching centre to monitor the traffic and safety, as well as to supply emergency service. It certainly supplies information exchange between ships and coast.The basic purpose to AIS of IMO for: distinguishes shipping, help locked on, simplification and promotes the message intercourse; Provide supplementary information for avoiding colliding; Reduce the oral forcing report of shipping. Three major application aspects for: the ships are to the ships, in order to avoid colliding; As for the littoral country, in order to gain the information of ships and loading goods; As VTS tool, for the traffic control.Our country is the contracting party of SOLAS , and for performing the international duty and pledging navigation safety the China and foreign shipping of china's sea area navigation, China's maritime affairs build of AIS is very necessary and urgent. The build of China maritime affairs AIS will reduce the build investment for VTS and VHF-DSC, and the social benefit of AIS is avoiding the ship collision to reduce human loss and property losing, and solved this great difficult problem of boat bankintelligence transmission, and puts into effect boat bank information internetworking and share shipping information, and the promotion built information systems for transportation , the Chinese shipping industry will tie up with whole world , and the China maritime affairs managed on the upgrade. The AIS system construction in Yangtze estuary will push forward this course. This article summarized the development history of AIS, introduced the specifications of both board and shore stations and, especially, the traffic management functions of the shore stations. It analyzed the status of AIS in China and made suggestions on the design of AIS networks. The article gave its detailed suggestions focusing on the first stage of AIS construction in Yangtze delta area.
