Since the developing of scinence and technology, digitalization are sprending all over the world. The advantage of digital TV system compared with the analog TV system is known by all of us, it is no doubt that digital TV will replace the analog TV system and lead television into the future. As you know, MPEG-2 has already occupied the dominant position in the area of digital TV. Because the need for the programs, services or pay-TV is increasing, how to save channel bandwidth and stable the picture quality is a key problom to solve. Multiplexing technology plays a very important role in digital TV system. Statistical multiplexing is paid more attentions due it can save channel bandwidth and stable the picture quality. Now only a few foreign companies can implement the core algorithm of statistical multiplexing in their produtions, but the cost is too expensive. In China, people are engaging in carrying out the full digital transimission in TV networks, plenty of MPEG-2 multiplexers are needed. So it is important and necessary to research and develop advanced multiplexer . This thesis firstly introduces the MPEG-2 system layer standard and the content and structure of PSI information in transmission stream. After that it discusses details about the method of processing PSI information and PCR in MPEG-2 transport stream system level multiplexer. This thesis focuses on the research of algorithm of rate-control for MPEG-2 multiplexer VBR (variable bite rate), which is a core issue in enhancing the usage efficiency of bandwidth and increasing the quality of pictures, in order to satisfy the marketing demand of sharing the bandwidth for more and more programs and services. There are already many researched algorithms of statistical multiplexing of variable bit rate. This paper gives a brief analysis of some main methods of VBR rate-control, and proposes a method of rate-control. The results of simulation proved that could provide adjustable priority level, which can dynamically allocate bit based on adjustable priority level in order to achieve smooth video quality. In the last part of this thesis, it proposes a new solution of MPEG-2 transport stream multiplexer, a kind of new idea of "modularizing and pipelining "of processing the TS, in which we quote the advanced design solution of CPU.
