At the present time, with the enlargement of the scale of the networks, it is unavoidable that IP management becomes more complex. In order to solve the problem, it is necessary for network administrator to establish the regular tables of IP allocation and IP-MAC mapping and be able to make real-time monitor. This paper purposes advancing an IP management model suiting IPv4 and IPv6, which is based on multi-tiered network devices, and can manage IP allocation effectively, reduce the burden of network administrators, prevent illegal access to network, and convenience the normal user to surf the network. It takes me more than a year to undertake to maintain and manage the campus network as a network administrator, in order to locate the requirement of the network management accurately. So I can understand the hardships in it deeply. Abundant experience is accumulated from the practice, at the same time I refer to a great deal of interrelated RFC documents and literatures home and overseas. And following the fine analysis of the current several more popular IP management methods and systems, I exert myself to make the IP multi-tiered management model meet the requirement of the two sidesof users and administrators. This paper firstly puts forward an IP management model framework suiting IPv4 and IPv6, which combines with Multi-tiered network devices, through the analysis of address assignment for IPv4 and IPv6, and describes the IP allocation policy in the model, named "ABC Allocation Policy"; next, according to DHCPv4 and DHCPv6 protocol, the design and Implementation of the DHCP server with decision-making function are introduced; then, making use of SNMP and Telnet protocol to interact with router or layer three switch, the automatic collection model for user machine's info is designed and implemented. At the end of the paper, the implementation of the IP management model as B/S method is shown, based on the "network center management system".
