Combined with network technique, embedded system technology which is developing rapidly brings many applications, including network video surveillance based on embedded system. At present, video surveillance is developing in the directions of number and network, which is to say that it has developed from simulation system to digital simulation system, and then to full-number surveillance system based on network. The new video surveillance technology will be used more easily and neatly, and it will bring the new functions including long-distance surveillance and hard disk storage. The key to implement video surveillance system based on network is a kind of embedded equipment. It can collect video data and transfer the data through network. In this paper, IPCAM, also the core task, will make this function come true.The exploitation of embedded system is based on embedded hardware platform and embedded operating system. In this area, embedded Linux has becoming the mainstream operating system. Embedded Linux which can be applied on many kinds of platform is open source and free. Itself can support strong network function and possess numerous software resources. It is the development of embedded Linux that make it possible to empolder IPCAM, a high capability and low cost embedded equipment.This paper will present network-based video surveillance system's construction, work principle, video collection work principle , IPCAM software and hardware platform and software exploitation. Among them, this paper will put more emphasis on the introduction of IPCAM's work principle and the way of implementation, including camera I/O control, data acquisition, video compressing, Web Server and client connection handler.
