The development of regional networks portal is an important component of the e-Government, and it is also a window for the government to provide electronic supervision and service to the society. The quality of a regional network is directly connected to the image of the local government and influences the quality and level of its supervision and service to the society, and meanwhile, it also directly reflects the quality and progress of the electronic build of the local government. Only if regional governments' networks are well-established, can our e-Government obtain further development, and thus an honest and highly-efficient administration system which is highly-standardized, harmoniously-operated, fair and open can be soon realized. Therefore, in the e-Government, it is very important to put emphasis on the development of regional governmental networks and improve their designs, operation and management. At present our governmental networks are developing rapidly, but there are still some problems, such as insufficient information-service, the lack of working capability on the internet, poor security-guarding capacity and so on.In order to get a thorough understanding on the development status of the local governmental websites and electronic government affairs, this paper proceeds with the assessment of local governmental websites. Firstly, an effective guideline system which considers the internet ministry from three points of view of the supplier, the needer and the researcher is established with reference to the studies on the assessment of the governmental websites at home and abroad. It is divided into six parts with twenty-two subsidiary items which contain fifty more minor items. These guidelines directly or indirectly correspond to the constructive guidelines of the electronic government affairs. Thus they can not only directly evaluate the overall level of the local governmental websites but also directly reflect the development state of its electronic government affairs. And then one governmental website is selected from provincial capitals, cities and counties from the thirty-one provinces, municipalities and autonomous regions respectively as samples which are evaluated in different times for three times in this guideline system. Finally, through the analysis of the results of the assessment of the governmental websites and the interviews and studies in the target cities, the main problems existing in the build of the local governmental websites and e-Government will be detected and rationalization improving proposals will be advanced. It is hoped that these proposals can be used as references to local governments in their further development of e-Government. According to the analysis of the results of the assessment, there are nine main problems in the present governmental websites portal, namely, unqualified overall level, poor serving capacity, little readable information with sluggish updating, great discrepancies among themselves, inadequate forces of the governmental websites and comparatively lower technique guidelines on the plat form of internet. Besides, the website-building is not standardized enough, and the high level of internationalization has not yet been achieved thus the interchange of information is limited. What's more, there is no conspicuous uniqueness and it tends to be superficial and impractical. On this basis, four proposals are put forward to improve the build of governmental websites ---establishing a plat form with measure, laying more stress on the quality of the information, making full use of the websites and advancing vigorously the interaction and working on the internet. From the development status of the governmental websites, a restricted view of the overall state of the present e-Government is realized, that is, it is still in its beginning stages and there are still some problems unsettled, the development is gradually regularized and the prospect is promising.
