Hydraulic engineering design runs in process flows, and all projects and works are made up of process flows. Design flow is the core of management and decides actuality earnings. So we need software, which can support flow automation, to fulfill the requirement of management. Workflow management system can fulfill the need. It is a middleware, which supports functions such as flow modeling, automation, analysis and supervision. It achieves workflow automation, shortens the time and raises the efficiency; on the other hand it is convenient for user to modify the workflow and to give the best flow.Combined characters of hydraulic engineering design, this paper proposes using workflow technology to manage design work dynamically. The paper has two emphasizes: workflow modeling and workflow engine. The contents of this paper are as follows:First, the paper introduces workflow management system and summarizes. Second, the paper analysis the characters of design work and the defects in management at present, abstracts the workflow of design. Third, the paper raises multi-layer formal modeling method and converts models to used in computer. Finally, the paper accomplishes the design of workflow engine to carry out the models.
