The dreams of Digital Earth, Digital City, Digital Forest have being become truth gradually along with the rapid progress and integration in 3S(GPS, GIS, RS) technology. Almost all governments give great emphases on this, and invest much resources and strength on the research of 3S information system. The forests are invaluable resources what support the surviving of mankind and sustainable development, but they are often suffered from fatal fire damage so that endanger and harm forestry ecological environment and the safety of people's riches. Forest fire prevention is a kind of difficult works that lasts long. The traditional forest fire prevention technologies which involves monitoring, saving and the fire risk forecasting have many faults such as the difficulties of real-time monitoring, the scattered of data, inconvenient of communication, tardiness of the emergency's responses, disbenefit for archive and statistics, no comparison about evaluation and forecast and etc. The Forest fire prevention is the technology which has much relations with geographic information, so if we make use of 3S technology, we can greatly improve the levels in the area of monitoring, saving, forecast, analyze, statistic and decision so as to prevent in unfired state and discover at litter fire and save life and properties in time. Only by this way can we reduce the losses from forest fire disaster and protect the forest ecological resources and pepole's life and properties.For this reason, we design and implement a forest fire prevention system integrated with satellite remote sensing, spatial positioning, spatial analyzing, fire risk warning and forecasting and losses evaluating. This system is based on the fundamental geographic information of ratio 1:250,000 and the remote sensing data of NOAA and FY series pole orbit meteorologic satellites, and the meteorologic data in correspondently fire prevention period, and it is developed by the use of ESRTs GIS component.The system design and implementation is based on 3S technology may involves 3S, software engineer, Agent technology, forest fire prevention, meteorology, mathematical model, data visualization and some other subjects' area, we discuss and expound them in this paper. This paper's work features and creativity are:1.Summarized the development of 3S(GPS, GIS, RS) technologies and their application on the forest fire prevention, and expounded the development of forest fire prevention system and the existing questions and trends of monitoring system for forest fire prevention;2. Expounded GIS theory, spatial data warehouse, agent and their combination;3. Discussed and analyzed the relation between forest fire and weather factors, set up and verified a model for forest fire risk forecast, and gave forest fire disaster'sloss evaluating model.4. Builded fire database, meterologic database, model database and methodological database. Implemented two part of functions: basic functions of GIS (such as add or delete layer, zoom in or zoom out, computation of distance and area, spatial analyse, information request and etc. ) and application functions such as statistical analyse and display for history fire disaster data and other data, fire risk warning and forecasting, losses evaluating, printing selected fire points, web distribution, and reserving other GIS function interface;5. The system has been running in practically, especially with functions of real-time auto-scan and rapidly spatial positioning, and improving work efficiency and computerized level.
