The surveillance system is widely applied in many domains of our daily life. Pushed by many users' demands, it has being developed rapidly. Now, the modern video surveillance system based on digital signals and network techniques is taking the place of traditional system based on analog signals. But during this interim, there are so many old analog systems still working in companies and governments. It is impossible to establish a new digital network system instead of using the old one, for it is not practical and will cause a large waste of resource.The dissertation mainly introduces how to utilize existent network communication technique and new rising streaming media technique to modify and transform the old analog system into a digital and network-based one. The instinctive flaws and good qualities of current analog surveillance system have been analyzed. In the paper, some key techniques which are dealt with in the system implement have been discussed, such as the principle of video encoding and compressing, MPEG compressing standard, the principle of streaming media, Realtime Transport Protocol (RTF), Real-time Transport Control Protocol (RTCP), Real Time Streaming Protocol (RTSP), the network architecture; the technique of Ethernet and the programming technique of realization of network communication, etc.Based on the above key techniques, a simple, valid and inexpensive solution to rebuild existent traditional surveillance system is supplied in this dissertation. Focused on system's design and implement, the video-matrix-control is analyzed detailedly. The connection between the video-server and the video-matrix-control is done. The analogy video real-timecapturing, encoding, compressing and streaming transfer have been implemented at server end by utilizing Windows Media Encoder SDK to program. The communication between client and server is built by programming with Socket. Accessing the server, the client can control the video-matrix-control remotely and distributively and real-time reappear the live video.Sequentially, the transformation from centralized surveillance pattern to distributed one is completed and so the level of management and surveillance in Shangri-La Harbin hotel has been improved rapidly.
