The paper puts emphasis on the auxiliary and decision-making software design for the reservoir optimizing regulation. With dynamic plan and fuzzy optimization, The paper gives the computing result and compares them on the example of GuanZhong area's ShiTou river reservoir in Shaanxi province.First of all, The paper discusses the water resource utilizing condition, reviews the domestic and foreign research status of the reservoir optimization regulation, analyzes the major problems, and discuses its prospects. Next, The paper discusses the total design of the way and the principle, and gives the flow chart.Then, The paper discusses the way of the reservoir's optimization regulation detailedly. The dynamic plan, which is a basic way of math, has great scope for using in optimization regulation. It decomposes a complicated problem into a series of simple problem which contain one variable and agree with the decision having many stages about reservoir's optimization regulation. But its shortcoming is having many work to do. When the number of reservoir is raising, the disaster of dimension will be happen, and some other way should be adopt to reduce the dimension. The fuzzy optimization can conquer the disaster of dimension effectively, but it has some problems, such as the parameter's unstability. When The paper uses the optimization regulation, it divides the management time into "T" stages according to ten days to make up the decision having many stages of the reservoir's optimization regulation, and it takes the reservoir's retain quantity of water or retain status of water and confiscated quantity of water as condition variable, takes the water quantity of drawing off or quantity of electricity as decision variable. When the confiscated quantity of water can be known or be forecasted in every stage during the period of management, that is to say the confiscated water process can adopt the determined process, we can make up determine dynamic plan model with many stages and take the minimal lacking water as objective function. In using the fuzzy optimization, The paper separately computes the subordinative degree of the storage capacity that is opposite to the main high-water season in every stages, and then, determines the present storage capacity. At the same time, the storage capacity should be smaller or equal to the permitting retain status in every stage during the high-water season. The others are same to the dynamic plan.At last, The paper gives some pictures that is during the software running and some charts about the computing results.The designing of the auxiliary and decision making software for the reservoir's optimizing regulation will given some profitable help to the management of the reservoir, solve the problem of having great data and complicated algorithm in hydrology, improve the benefits of the reservoir having comprehensive utilization in optimal operation. This provides important theoretical and practical benefits to carrying out the strategy of the water resource's sustainable utilization.
