Several typical spectra along the history are discribed in this paper,especially the nonfully developed sea model. Analytic method is applied to simulate sea surface.Besides, bicoherence function is introduced to account for the up/down wind asymmetry. The scatter coefficients of fully and nonfully surfaces are calculated by the two-scale method. And the influence of many parameters on the scattering coefficient is analyzed, such as incident angle, friction wind speed, incident frequence, significant slope, then the characteristics are discussed qualitatively.under the similar condition, the comparison of fully and nonfully devoloped sea is made, modifying the wind direction asymmetry and shadowing effect . It is shown that the theoretical estimates obtained are consistent with the existing measurements. For the important action of spray under grate wind speed, a equivalent model is adopted which considers the whitecap as a number of sphericity partictes keeping a size distribution and lying above the two-scale surface sea model. This paper also shows a process which uses Green function to solve EM fluctuating equation and gives a new method to add the scattering coefficients of sprays to the sea suface.
