The community college is a very immportant part of American higher education system. It plays an immeasurable role in promoting the development of social economy,scientice and technology of the United states. The community college can be able to achieve such excellent results, the very immportant reason is a high-level, high-quality teacher team. And what is can guarantee the steady, across development is the perfect teacher management syetem. It contains: the faculty employment institution, the faculty evaluation institution, the faculty salary institution, the faculty training institution.We haven't attracted enough attention to the important role of the institution. Since the inception of the new institutional economics, scholars in various countries have applied their theoretical research methods to various fields, it contains sociology, management, law, political science. Recent years, pedagogic field applied the theoretical methods still in its infancy. So in this study, we apply the new institutional economics perspective to the U.S.community college teacher management system. We hope it can promote the reform and innovation of China's Vocational School teachers management syetem.And then to seek a breakthrough for china's education system to create certain conditions.In this study, firstly, we mainly introduce the relevant theories of the New Institutional Economies and the relevant analysis in the Ammerican community college's teacher management system.Secondly, we introduce the history of Ammerican community college's teacher management system,it can be divided into embryonic stage, the formation and development stage, mature and perfect stage. And in each of the stage, we described the social background and educational development conditions. In the third part, according to the new institutional economics division of institution, we focus on the US community college in the formal system of management system, it contains teacher qualification system, teacher job system, teacher appointment syetem. We only slightly introduce the informal system, not do a detailed analysis. In this part, we also analyse the cause of Ammerican community college's teacher management system. Finally we draw inspiration of Ammerican community college's teacher management system to our contry's higher vocational institution.
