Making the nine-year compulsory education universal is a foundational project to improve the overall national quality which concerns the success or failure of the whole nation. The rural middle school students are the successors of China's socialist cause and the hope of the future, and the rapid development of the society is always in need of high-quality talents. The drop-out problem of the rural middle school students is the prominent problem which restricts the development of nine-year compulsory education, it is also the heated and difficult problem concerned commonly by the whole society. This drop-out problem has become a severe challenge not only to the whole educational business, but also to the construction of a harmonious socialist society and the implementation of the sustainable development strategy. Therefore, if corresponding measures are not taken to prevent this, inestimable losses would be caused to the enhancement of the entire national quality. This paper believes that, the reason for the drop-out problem of the rural middle school students lies not merely in economic poverty, but more in the"impoverishment"of culture and education and the"impoverishment"of rationality and idea. Hence, to control this problem and let the drop-outs return to school as soon as possible needs the concern and support of the whole society. Through investigation, this paper attempts to explore the underlying causes which lie behind the drop-out phenomenon, with the aim of truly revealing the crux of the problem and putting forward the feasible practicing strategies. The whole paper is divided into three parts: introduction, main body and conclusion. The quotation indicates the significance of the selected topic, emphasizing that to analyze carefully the reason for the drop-out problem of the middle school students and take practical measures to stop the drop-out phenomenon according to the law is the obligation of all levels of governments and the whole society and the obligatory responsibility of all the educators. The main body consists of three parts:Part one unfolds the present situation of the drop-out problem of the rural middle school students, by way of investigating the realistic problems.Part two analyzes the reasons for the current drop-out problem. The imperfect reform of the economic system has provided the students with the chance of dropping out from school; the establishment and implementation of educational policies has severely harmed educational equality; the malpractice of the rural middle school education is the direct cause for the students to drop out; the adverse effect of the impoverished culture has caused the students to gradually develop the drop-out complex.Part three puts forwards some methods to solve the drop-out problem. In order to stimulate the educational development of our country, moral education infiltration of the rural middle school students should be strengthened and those students should establish grand ideals. Meanwhile, the quality of the rural middle school teachers should be improved; the parents'awareness of law should be enhanced and the education ideology also needs to be renewed. At the same time, the government should deepen the educational reform, enlarge the investment to rural basic education and implement the quality-oriented education. The rural economy needs to develop, which makes it necessary to promote the transformation of the traditional rural mode of production and to develop modern agriculture. To develop modern agriculture, we need a large number of high-quality workers, new-type farmers who are knowledgeable and skillful as well as rural basic manpower. It is an objective law for the development of modern agriculture that the agricultural development depends on technology and the technological advancement depends upon talents whose cultivation relies on education. There would be no rural modernization without the combination of agriculture and rural economy with technology and education. It is the task of present deepening of rural reform and also a good strategy for controlling the rural drop-out problem to organically integrate the development of agriculture and rural economy with technological and intellectual exploitation, and to establish a new mechanism of revitalizing the economy and developing education.
