Education is the foundation and key of the national development. Compulsory education is the initial stage of education. Accepting the compulsory education is not only the basic right of each citizen, but also should be protected by the law and the national system. Our country is a big country which the agriculture occupies the predominant position and the peasantry accounts for more than 80% of the whole. Education is vital, the rural compulsory education is the top priority in present Chinese education. In building a well-off society in an all-round way and constituting a harmony socialist society, rural compulsory education plays an important role of basic, vanguard and long-term.Educational equality is the cognition and value judgment for the distribution of educational resources and the offering of educational opportunity. Education equality is the start point and component to achieve social equality. It has the nature of historic, relevance and complexity. Education equality is a mirror of social equality. It's the fair value that extended and embodied the social policy and economic in the educational field. It has become a basic ideology in the modern education system, a basic point of departure in setting up education policy and education system of the world.Basing on the sociological theory, such as social stratification and social capital, the article has discussed in four parts, using the method of questionnaire survey and individual interview.The first part, as an introduction, expatiates the background of the research, the article review on relating theory both inside and outside the country and the research idea. The second part is the research design. It elaborates from scientific theories, research thoughts, research hypothesis, core concepts, research method and research innovation.The third part elaborates the status quo of rural compulsory education through the social research and material collection in some elementary school and junior middle school in some towns of Jingzhou City, and analyzes how the condition was set up.The forth part , as a conclusion, discusses and proposes the operational countermeasures and suggestions after discussing.To sum up, education equality is an ideal in education and mirrors the social equity in educational domain. Education equality and education development complement each other. Handle the relations between fair and efficiency. Strive for fairly in the development and strive for development in the fair foundation.
