Education is a social activity which aims at cultivating talents. The balanced development of education is crucial not only to the level of personal education, but also to the general quality improvement of the whole nation or even prosperity of the country. At the outset of this century, balanced education distribution has been given unprecedented attention. In particular, the protection of the educational rights of people in ethnic minority areas and vulnerable groups has increasingly become international and domestic focus.Balanced development of education is the urgent need and the inevitable choice of the compulsory education currently which acts as the conceptual guide and strategy of compulsory education reform. The balanced distribution of educational resources is the core of the balanced development of education, thus the balanced development of compulsory education must based on the balanced distribution of educational resources.Therefore, this research introduces and illustrates three key concepts in advance, namely educational balance, compulsory educational balance and balanced distribution of education resources. Related literature will also be reviewed. Based on this background, the present research will conduct a case study on compulsory education of Tianjun County, attempting to solve the problems and strike a balance among education resources.This thesis consists of five chapters. The first chapter is a general introduction of background information, and then introduces the cause and significance of the study and the relevant researches at home and abroad. It also outlines the scope of the study, the research ideas, research methods and research process. The second chapter sets out to develop a theoretical framework, and gives the theoretical evidence to balanced education distribution and defines education resources, education balance and proposition of compulsory education resources. In addition, this part also introduces the theoretical basis, principles and the system of assessment quota of the compulsory education distribution. The third chapter is a case study of the education resources proposition of education resources in Tianjun County in Qinghai province from the following perspectives: teachers'quality, material resources, information resources and education finance. The fourth chapter analyzes the existing problems and their causes from the following aspects, policy for teachers, hierarchy-based system,"key school"policy and the standard of supervision and assessment of the compulsory education. The last chapter suggests the strategy for Tianjun County. To promote the balanced education resources allocation, several tentative solutions will be suggested, such as strengthening teacher-ranks construction, constructing proper talents training and flowing system, reconstructing school distribution, speeding up information technology education in education, to explore the causes of the development problem within educational resources allocation for primary schools in ethnic minority areas, and put forward the corresponding measures and development strategies of optimizing allocation.
