Fairness in higher education is the aim of education development. It tends to be the center of the social life and the important presupposition for constructing a harmonious society,acting as the extension and the reflection of a fair education system along with an effective measure of realizing a harmonious society. With the popularization of the higher education in China, the fairness of the education cannot be entirely achieved but more problems will be accompanied. The fairness of the higher education now becomes a hot topic in our society. Whereas, an in-depth research on the countermeasure about how to realize a truly fair higher education system is exigently requested by the praxis of our society. Hence, it is of a great academic significance and a practical importance in promoting a healthy development of the higher education and in favoring the realization of a harmonious society.This thesis, with six chapters, presents a systematic and comprehensive analysis on the problem of the fairness of the higher education in China. (1) In the first chapter, the intention, significance and current status of the related investigations are discussed. The main methodology and approach of the present study are introduced; (2) In the second chapter, the concept of the fairness of education, in particular the fairness of the higher education, is explained. The study on the popularization and efficiency of the higher education and on the relationship between the fairness and the efficiency of the higher education is also carried out; (3) In the third chapter, on the basis that a fair higher education system is necessary requirement and function for the construction of a harmonious society, the author described and analyzed such requirements and functions. (4) The fourth chapter is aphenomenological description on the distribution of the higher education resources,the opportunity for the higher education and the outcome from the higher educationThe unfair phenomena in such three aspects in our higher education system aresummarized; (5) The fifth chapter analyses the reasons behind the factors whichaffect the five aspects such as the fundamental education stage, the admissionsystem of the entry examination for the colleges and universities, the distribution ofthe higher education resources, the differences of the economic and social status infamilies, and the system of tuition fees; (6) In the sixth chapter, the approaches forachieving and improving a fairer higher education system in China are proposed.Three aspects are concerned: strengthen the Government's responsibility, improvethe relevant rules and regulations, increase the equalization of the higher educationenrollment in China.
