Mental retarded students'physical education is an important component of the School of physical education in China. Provide for mental retarded students with a good physical education in schools can not do without science is bound to reasonable physical education. Sports teaching activities to carry out with a wide range can not only foster mental retarded students'interests in sports, to establish a correct sports values and an important means of participation in sports, but also improve their overall quality,to help them self-reliance and self-reliance.At the occasion of normal primary and secondary school'physical education'reform,to conduct a study for Schools for foster mental retarded students'physical education in Jiangsu Province has a certain degree of theoretical and practical significance.In this study, the use of literature, questionnaire, observation, interviews and other methods ,to hand out the corresponding sports teachers'questionnaire and interviews with sports teachers and leaders in some schools, to investigation and research the related cases of physical education in twenty-one schools for foster mental retarded students in 13 prefecture-level cities,such as the institution of sports teachers, the sports facilities and so on . The results showed: (1) The quality of teachers, sports teachers'male to female ratio in schools for foster mental retarded students in Jiangsu Province is imbalance in general, mostly part-time physical education teachers, special education and the lack of sports expertise, and less training, teacher professional the extent is not high, the work of more than 5 years in length, have some teaching experience and teaching ability, to post-secondary education mostly small degrees, moderate workload. (2)The school for foster mental retarded students in Jiangsu Province, the small size of the whole school, the school covers an area of little physical education a relatively small venue, the activities of the students lack of space, sports, teaching aids are not targeted, and in the design of primary and secondary schools and ordinary differential small quantity is not sufficient.(3) The situation of physical teaching in schools for foster mental retarded students in Jiangsu Province is normal, all schools have set up physical education a week, the general arrangements for class 2 to 5 range, are mainly based on the actual situation in school, the length of time each for 35 or 40 minutes. (4) In teaching, the main physical teaching goal of schools for foster mental retarded students in Jiangsu Province is the function of the compensation and rehabilitation and training of mental retardation students interpersonal skills-based, on the basis of selecting the appropriate content, but the actual content of teaching and dysfunction can not achieve the goal of compensation, there was no reference to teaching materials, mainly in primary and secondary schools to own and use for reference and educational content of school for the deaf, is not targeted, and innovative enough, the majority of schools do not set the theoretical teaching . (5) A single form of physical education, primarily by natural organizations administrative class teaching, there are a few schools by the Chief stratification based on class teaching; teaching used in more traditional teaching methods, based mainly on the game methods. (6) Physical examination results are not uniform, and some school sports examination and some schools do not have arrangements for assessment. Arrangements for performance appraisal of school sports mainly arranged by the University this semester teaching the students the completion of the master and sub-groups according to their abilities or written evaluation points.Based on the current problems in physical education of the school for foster mental retarded students in Jiangsu Province, the authors put forward the development of countermeasures for the school for foster mental retarded students in Jiangsu Province: (1) to strengthen the special education legal system, protection of special education and harmonious development of the school for foster mental retarded students in Jiangsu Province Sports guidance on teaching. (2) Special education schools in Jiangsu Province to speed up the compliance process of school construction projects as soon as possible, related to the distribution of equipment and with the work force. Try for social support and help to make the school for foster mental retarded students sports equipment is equipped with facilities to improve as soon as possible, in order to carry out the work of physical education 0f the school for foster mental retarded students provide material on the basis of assurance. (3)To strengthen the construction of the team of sports teachers in schools for foster mental retarded students in Jiangsu Province, based on special education career in good Nanjing Institute of Technology, we can consider ordinary to created the curriculum for special education in Jiangsu Normal University, popularizing the knowledge of special education for special education, foster a certain degree of special sports teachers to adapt to the development of special education. (4) Special education throughout the educational and administrative departments will be incorporated into the local teacher training programs, constantly improve the professionalism and teaching ability of special education teachers, strengthen the pre-and post-training work in school for foster mental retarded students, in order to improve the physical education teachers degree of specialization, increase the exchanges between sports teachers to sum up experience, a better guide to practice, and to mobilize the enthusiasm of teachers. (5) combinative front-line organizations, experts and scholars in the academic standards of professional competence and ability of the sports teachers in schools for foster mental retardation of students to prepared sports teaching materials, so that the physical education of the school for foster mental retarded students can have reference work, to end the times that the sports teachers "feel our way across the river" to carry out teaching. (6) Update sports teachers the concept of traditional teaching, to develop their innovative capabilities and the spirit of research, to enrich and varied content of teaching and let it reach to the goals that the function of mental retardation compensation and rehabilitation, changing teaching methods, from the culture is conducive to mental retardation and attention of students interested in starting. (7) Carefully study the physical and mental characteristics development of mental retarded students and according the characteristics to work out for each individual student's physical education teaching programs of the school for foster mental retarded students, to make the physical teaching more targeted. (8) In the course of physical education, arrangements for the two physical education teachers, a full-time teachers, a secondary teacher, to ensure the quality of physical education.
