Considered together with drug abuse and environmental pollution as the three major public nuisances, juvenile delinquency has drawn attention from political and judicial, educational, criminological and psychological circles in various countries. Scholars have undertaken extensive investigation and multifaceted statistic analysis in an attempt to study and determine both its cause and proper countermeasures.In contrast to the academia's fruitful accomplishment in the study of juvenile delinquency in the western world and Japan, the study of legislation and juvenile delinquency in Russia remains an underdeveloped area. In fact, owing to historical reasons, China has a very similar past and a close relationship with Russia. The historical and current relationship between the two countries explains their comparability in jurisprudence and the possibility of the two learning from each other's experiences, especially against their common background of social transformation, in which a series of social problems, including juvenile delinquency, are expected to arise due to the concussion of society and the forming of new systems and values.Aimed at offering a contribution to the control, discouragement and prevention of juvenile delinquency in China and the stabilization of the society, this thesis makes a comparative study of the causes, characteristics and differences of juvenile delinquencies in China and Russia, as well as Russia's experiences in handling this problem that China can benefit from.
