Because of the dissatisfactory basic education quality in New York City of America, the mayor and chancellor have been implementing a series of school-level reform in the city since 2002. Empowerment school program is one of the most prominent reform steps. The aim of this program is empowering rights toprincipals, and Empowerment School principals are held accountable for improving student performance and quality of education. Under this program, Department of Education extends operational and management rights about school for principals, so that principals having professional authority can make decisions more suitable for schools, teachers and students to develop. In the other hand, Empowerment Schools are required to meet both academic and non-academic objectives. Department of Education implements rigid performance and accountability system to schools and principals. Empowerment Schools will be measured based on clear evaluation objections. In this thesis, the author hopes to make a little contribution to our country's basic education. The study about this program will bring some illumination to our education. At the same time, the program deserves some educators to reflect on our country.The paper includes five parts. The first part poses the significance and innovation of the study,relevant studies and study methodology; The second part mainly introduces practical development process of this program,from the pilot program and implementation of citywide; The third part at first explores principals' selection and professional development strategy and introduces the components of principals' professional authority,and New York City provides support organizations for principals, which contain empowerment support organizations, learning support organizations and partnership support organizations; The fourth part analyses the intention of performance and accountability system and the implementation and evaluation of performance and accountability system in New York;The last part discusses the result and debates about the program, and based on the merits and the problems of this program explores the illuminations of the program that can bring to our country.
