Bureaucracy is constructed in"social organization and economic theory" which was writed by Weber who is a well-known sociologist .Bureaucracy is based on a legal , idealized organization and management model.Whose target is to achieve high efficiency and the objective of rationalizing.It's basic character is Specialization, hierarchy, rules, impersonal and technology-based.Colleges and universities is a social orgnization which study advanced knowledge and training high-level expertise with personnel training, scientific research, community serve, the three basic functions .China's colleges and universities belonging to the internal management of the typical "Bureaucracy management" model whose executive power has a clear "hierarchy" character .Bureaucracy rules have a rational, clear division of labor, the operation of efficient, fair and serious, such as the superiority of strict uniform.Which can ensure stability and orderly resource allocation from top to bottom to a certain extent , quick and efficient delivery of top-down organization to assume the important task and in accordance with the unified model to address specific implementation of the distribution of interests.Therefore, China's colleges and universities to implement the management model of bureaucracy has a certain degree of rationality and need .However, it is worth noting that Colleges and universities not only have the general properties of social organizations, but also has other social organizations which is different from the other characteristics.First, colleges and universities is a dual structure Which have both universities and academic administrative power,that is to say academic power as an endogenous force plays a dominant role, executive power as an external structure of the colleges and universities to maintain the existence and development organizations.Second, commitment to the basic activities of colleges and universities are teachers, they advocate of academic autonomy and academic freedom, the existence of strong self-regulatory requirements, exclusion of a variety of rules and regulations imposed by the control. Furthermore,College is a special social organization, compared with enterprises and government agencies,It have humanities thick atmosphere, inevitable in the development of people to be the impact of emotional factors. Therefore, Bureaucracy in the internal management of the university has been the use of certain restrictions.It can be clearly seen that Bureaucratic management system in the management of colleges and universities in our country there was not only beneficial but also negative aspects of existence.On favorable terms, colleges and Universities in China's internal hierarchy of power within the system so that high concentration of colleges and universities in the Vice-Chancellor, Dean, Department Head which conducive to the implementation of the national requirements of colleges and universities to improve the performance of the implementation of the policy.In the institutions under the conditions of well-functioning, strictly hierarchical management help to improve management efficiency. From the negative point of view, bureaucracy emphasize the authority of the level of management system, easy to support Executive-based awareness, reduce the efficiency of university management.Meanwhile, too much biased towards the executive power will weaken the role of academic power and impede the development of the academic colleges and universities.Moreover, too rational management will result in the management of colleges and universities in the subjectivity of human indifference.Therefore, the contemporary university system is an important task for the bureaucracy to carry out the shortcomings of the reforms targeted.Carry out institutional innovation, and explore the development of suitable management system for colleges and universities,to ensure university management efficient, science, democracy.To further clarify that the academic staff is the main force colleges and universities, academic power and administrative power relations, grass-roots organizations are the academic vitality of colleges and universities.To this end, the organization-level colleges and universities should be streamlined to improve the operation speed; to follow the leadership of party committees, school principals, professors of the school learning principles and concept ;Get rid of "official standard", and to enhance service awareness; Lower center of gravity will manage and continually improve administrative efficiency for full autonomy of the school.In all, internal management of colleges and universities is a very complex and difficult, full of professional features of the management activities which not only need to understand the laws and management of the career management staff to manage,but also that power need to play the academic development and management in colleges and universities.Colleges and universities to rationalize the management of internal affairs, not only depends on the political leadership and administrative role, but also depends on the academic power play a leading role in management.Only three aspects of this combination of organic and effective in order to optimize the structure of the internal management of institutions of higher learning to play the best management capabilities.
