Education is fundamental to China's prosperity and is a project of vital and lasting importance. Especially higher education, it is responsible for cultivating high-quality intellectuals and realizing the great reviving of the Chinese nationality in the strategy of rejuvenating the country through science and education. And the key to the development of higher education is first-class teaching resources. Since the introduction of the reform and opening policy especially in the last decade, China's higher education has made a rapid progress. While colleges and universities are developing, the competitions among them are also becoming increasingly fierce. And the competitions, essentially, is for human resources. The issues faced by college administrators and theorists are how to accelerate the reformation of the internal administration system in universities, to set up and improve the incentive mechanism, to attract more talents and improve the core competence of colleges and universities on the basis of taking full advantage of people's potential and arousing their work enthusiasm. Based on this point, this article discusses the current situation of incentive mechanism of colleges and universities in China referring to their characteristics under the indication of related stimulation theories. Using literature survey method, inductive method, graphical method and so on, problems such as concepts are out of date, systems are not standard, incentive mechanisms are inflexible are found in the process of the implementation of management incentive plans. The research in the field of academy also seems slightly inadequate. To solve these problems, this article proposes appropriate measures to improve the incentive mechanism following the related design principles.Due to the limited ability, mistakes are inevitable in the process of the study which are needed to be corrected. With gradually deepening studies, the incentive mechanism in China's colleges and universities will surely be perfected, and the core competence will be developed. This is significant for our higher education to make much headway and will also contribute a lot to the economic development in China.
