This article consists of five chapters.In Chapter One, the author first describes the current globalization of the world higher vocational education in the world. In some developed countries, higher education service trade has become a major source of revenue. A huge market of higher education service has been established globally. Through a review of the international process of China's higher education, we can find that the country's higher education globalization is closely related to the reform and opening settings. Then the author analyses the status of China's higher vocational education, particularly the existing problems with international exchange and collaboration, and illustrates the problems with examples.Chapter Two reviews the history of international trade and focuses on Factor Endowment theory and National Competitive Advantage concept. International trade theories that revolve around goods trade are instructive to higher education export. The author identifies the comparative advantage of higher vocational education and characteristics of international service trade. He observes, from a perspective of supply and demand, that our higher vocational education will have a good prospect for international exchange and collaboration, with well selected "advantageous major" and "characteristic major", appropriate target market and marketing approaches.Chapter Three first examines the interrelation between economy, culture and higher vocational education, recognizing the positive effect of economic growth on cultural and higher education development. Then it analyses the country's competitive advantages in culture industry, factor endowment and traditional techniques. The authors stresses that culture industry correlates with higher vocational education, and it has a major role in the international exchange and collaboration of vocational colleges. He points out the opportunity before China's vocational colleges in international exchange and collaboration.Based on the above mentioned theories and views, Chapter Four provides examples about target market, marketing strategy, marketing mode and integration of internal resources. The author makes proposals concerning effective exchange and collaboration, against the background of a mature market system.Chapter Five is a summary and conclusion of the whole article. The author further clarifies the role of international trade theories, culture industry, characteristic majors, and marketing approaches. Only by organizational restructuring and appropriate human resource deployment can China's vocational colleges integrate into a world stage of exchange and collaboration.
