Higher learning institution is a place where aristocracies concentrate. They, with some achievement, to some degree, have much stronger self-esteem, the sense of dignity and initiative. For a long time, the administration in higher learning institutions prefers to adopt the system-management putting more emphasis on the 'thing' than the 'human', caring little about human's need, and doing little about the development of human characteristics, all of which appear to be a little bit rigid. The administrators are always the subjects while teachers are the objects managed by them, thus this management activity is a unilateral activity. Obviously it cannot embody the teachers' subjectival status, which, as a result, will influence teachers' exertion of enthusiasm, initiative and creativity. It goes against the objective of the school's management. On the basis of the understanding of Intercourse Practice of Maxism and the view of Intercourse Practice put forward by Pro. Renping, taking the teachers' features into consideration, this thesis tries to bring forth a viewpoint of human-based management in tertiary institution. According to this view, teachers and administrators are the subjects in school management. Their mutual management, forming a new management pattern 'S-O-S', brings about a new-type relationship between teachers and administrators, which can activate the teacher's enthusiasm, initiative and creativity. Thus all the teachers' values can be realized, potential developed, which make all the teachers become real masters of their school and can really embody the human-based thoughts. With their mutual management, through their concerted efforts, school's constructive aim will be fulfilled successfully. To sum up, the relationship between teachers and administrators in higher learning institution discussed in this paper is a totally new relationship, which should be obtainable in modern management. It is a great innovation in the History of Management Thought, as it were.
