With the rapid development of network technology and the wide application of Internet, network education is now becoming more and more popular, and online learning will become one important form of human learning activities. The network teaching platform is a carrier of the network education and is the key to advantages of the network education. How to evaluate the student's study efficiently is a realistic problem in front of us demanding studying and solving urgently. However, at present most of the network teaching platform can provide extensive function rather than the actual application function. And some schools or educators will not be able to assume such a large input. On the other hand, most domestic network teaching platforms mainly focused on the realization of teaching and communication, the monitoring, feedback and evaluation of the students learning process is still a vacancy. Therefore the design, development of the teaching platform, as well as the evaluation system of student learning is we need to focus on.Firstly the paper analyzes the basic theory such as network learning evaluation, formative assessment, and evaluation index system etc. Based on these related theories, the evaluation index system of online learning is designed and established, and the power of the index is confirmed by the analytic hierarchy process. Then according to the corresponding theory of the method of fuzzy synthetically evaluation, this paper establishes the mathematical model of student's online learning evaluation and describes its arithmetic flow. Then the paper describes the design and development of the evaluation system. The students' online learning information is collected through Internet, and tracking and recording students the activities and behaviors in the learning process for evaluation. And this system can synthetically evaluate the behavior about the leaner, and give the feedback of the result for study. The teacher or administrator can conveniently and flexibly configure and alter evaluation index power on this system. Finally, the paper describes the design and development of network teaching platform based on the PHPWind.
