A Research On Compulsory Education Transfer Payment In Jiangsu Province

Compulsory education (CE) is the base of the whole national education. It constitutes the widest coverage, and plays important role in social development and people's diathesis improving. For a long time, counties, villages and towns undertake the investment of CE, and regions often gets different economy level, which results the polarization of CE financial investment.Compulsory education transferred-payment (CETP) is a kind of outlay assistance system. In this system, the superior govt. transfer finance to the subordinate govt., so as to make sure different areas keep general balance on CE outlay and development. With a rational CEPT, the superior govt. could efficiently offset the poverty-stricken areas' financial shortage, and accelerate the equalization. With the transforms of government function, development of reform in fiscal system gradually enhances on revenue, enlarging duties and dynamics of fiscal transfer payment in central committee and provincial level government is possible and extremely essential.Although Jiangsu is a big provinces of economy, but there exists the enormous gap in room economic and social development between south and north, which brings about the great disparity gap CE investment on the objective. The author's analysis shows that: the North-South gap is always the major cause of compulsory education funds difference, and in recent years, the differences among counties of north Jiangsu gradually become an important factor. Besides, government's education effort degree is also to form a factor of difference. The status affects the fundamental welfare of resident fairness, is against the construction of harmonious society.The demonstration research is indicated that, also Jiangsu has built transfer payment basis, and also have a series of the capital management rules to follow, but there are certain formalism and randomness in the implementation in reality, since being short of laws and statutes. The CETP has failed to promote the impartial among areas; meanwhile, it's even furthering the difference trend.On the basis of former research, the paper firstly analyses the reality of Jiangsu province, then discusses the basic factor of founding a normal, equitable and effective CETP system, and proposes a CETP formula based on the principle that breach subsidizes, calculated every county area responding to the allowance scale getting theoretically, lastly proposes the policy suggests on founding valid CETP system in Jiangsu province.
