The United States is a young nation with a history of less than 300 years. After one and a half centuries of colonization, the American colonists founded the United States. In the following century after the independence, the United States accomplished its "manifest destiny" through the westward movement, expanding its territory from the Atlantic to the Pacific coast. Meanwhile, the Civil War put an end to slavery and cleared the way for its economic development. Within less than 300 years, the Unites States has surpassed all other powers and become the world's leading superpower. The 20th century was called the "American century".A developed and mighty America has attracted world attention. At the same time, it provokes our deep thought on the reason for its rapid development within 300 years into the world's leading superpower, outdistancing all other countries in politics, economy, military strength, and culture.After researching and pondering, I conclude that American development in a large degree lies in its effective human resource strategies. Peace and development have become the two main topics in the present world. We can borrow some experience from American development and gain some suggestions for the benefit of our own development into power. There are other hills whose stones are good for working jade—other people's advice is of help.This thesis is composed of five parts.In the introduction, the author points out that the United States is the world's only leading power and outdistances all other countries in politics, economy, military strength, and culture. In doing so, the author leads the thesis to its arguments and development.In the first chapter, the author explains the definition of human resources and analyzes its significance. Then the author expounds the contribution of human resources to the development of the United States. At each stage of its national development from its founding to the present, any achievement can hardly be separated from the contribution of human resources.In the second chapter, the author introduces the U.S. strategies to attract, cultivate and exploit human resource. The U.S. government realizes the needs of human resources at each stage and correspondingly carries out a series of policies and measures for the benefit of the nation. The United States attracts human resources through land policy, immigration policy, institutional advantages and other favorable means. The United States has placed a high value on education for the cultivation of human resources since the colonial period. And the U.S. never ceases to increase its investment on education. The United States also has a mature and perfect system of human resource exploitation, including selecting human resources through market mechanism, mechanism of free mobility, bringing initiative, creativity and enthusiasm into full play, and international cooperation.The third chapter involves the survey on the present conditions of human resources in China and some suggestions to China from the U.S. human resource strategies. China can borrow some experience from the U.S. human resource strategies. China can attract excellent human resources through various means, create sound mechanism for exploiting human resources, and reform the educational and training system to cultivate human resources for the benefit of its national development.In the conclusion, the author summarizes and emphasizes the importance of human resources and the significance of developing and exploiting human resources. At last, the author hopes that this thesis can contribute to China's development and exploitation of human resources for the benefit of China's development and strength. At the same time, the author hopes that scholars and experts will offer me some advice and criticism without stint.
