It is a major premise and requirement to allocate teacher resources rationally for improving school control level and realizing educational resources development on balance, but social mobility with rationality is a basic approach to it. Now rural high school teachers could not flow freely because they were fettered by traditional ideas and stereotyped old systems. It was such short of justice and order that had affected the realization of balanced development strategy of the elementary education tremendously. To solve the problem, the paper takes S high school in North Jiangsu as a case, and adopts method such as document law, interview law, questionnaire law to investigate, and probes the causes of high school teacher's mobility from three levels: macroscopic view, middle view and microcosmic view. Finally the paper brings forward the optimalizing route to mobile, and trys to prop up the theory and guide practice forcely for rational allocation of educational resources.
