Modern credit system has been emerging more than a hundredyear, and has been acknowledged as a new instruction—managesystem in higher education.Complete credit system admits the differences betweenindividual student, it gives students the rights to choosediscipline, course, even study time and educated years (surelythere are some restrictions) autonomously. Compare to otherinstruction—manage system, it realizes originally that "all-round development" is first of all an student' s right,this is a reflection of "people-oriented" educational idea,an significant respect of student liberty and human rights, andalso a respect of school-running rights for universities. Itis of significant importance to analysis the structure of thecredit system, and provide implementation strategies.The "completeness" of complete credit system isthree-point in formal, that is credit-judging system, whichmeans credit is the standard of a student' s achievement andgraduation; credit fee system, that means charging accordingto the number of credit that a student want to study;credit-exchanging system (credit being acknowledged betweendifferent school, and can be exchanged. All of these will bediscussed in detail.The credit system consist of five part: Elective system,tutorial system, autonomously study, separated teaching andexamination system, and flexible educational system. Thesefive parts are interrelated closely. It is a new angle that analyzing complete credit system from constructional viewpoint,and it is also a new field to study the structure of completecredit system, this is exactly the characteristic initiativeof this essay.Under the foundation of analyzing the construction of creditsystem, the author points out six constructive strategies forimplementing credit system:(1)renewing education ideas, andestablishing students' principal status; (2)strengthening theconstruction of faculty force; (3)riching curricula in highschools; (4)credit currency—acknowledging and exchangingmutually;(5)developmenting information management system ofcredit system; (6)perfecting basic equipments.
