As a key factor influencing the national policy, people's livelihood and nation's prosperity, the problem about the agriculture, the countryside and the farming folk have always drawn great attention of the government. It has becoming important in the nations work. The bottleneck in the development of a nation is the village while the bottleneck of in the development of the village is education. The teachers shoulder great responsibility in the in the development of the country's educational enterprise. Therefore, it is a guarantee to construct groups of teachers who are well-qualified, adequate number, reasonable structure and moderate stability which is also a n important way to resolve the problem about the agriculture, the countryside and the farming folk as well as a significant aspect of creating a harmonious society.In recent years, the conditions of the village teacher have got the certain improvement. The government has released related policies and the researches in the theoretical are quite plentiful. However, the weak conditions of the village teachers didn't take new look by the root. In addition, the differences between regions are quite prominent so does the education. This text points out the problems of the teachers in District B of Heilongjiang province through on-the-spot investigation, literature readings and comparison research etc that also put forward the key problem and analyze the reasons. Finally, it puts forward correspond resolutions.Specifically the full text is divided into three parts. The first part introduces the natural circumstance and educational development of the investigated region. On the other hand, it elaborates the current problems in the village primary school teachers including teacher's quantity, unreasonable structure, unqualified character, low wages, poor works, worse living environment, unavailable training, in normative evaluation and lower development of the students. On the bases of realistically analyzing the present problems, the second part mainly explores the reasons, which are social factors, policy system factor and the teacher themselves. The third part puts the coping strategies according to the problems and reasons including increasing the budget of the village compulsory education, quickening the pace of reform on personnel system of village, improving the teacher's welfare treatment and building up the teacher's training system etc.
