Research On Current Situation And Developing Strategy Of Elite Sports In Shandong Province

With the growing development of economical integration and knowledgeable economy, human resources, instead of material resources, have become the top recourse in the times of knowledgeable economy. In sports system, human resources are the decisive factors for sports competence and its sustainable development. The competition of sports is the competition of human resources. The 11^th National Games held in Shandong Province in 2009 provides the golden opportunity for the development of its sports human resources. In order to realize the great aim of the government to step into sports province with actual strength, we must well know the current situation of our sports human resources, make and implement proper human resources development strategy.Adopting documents and material inferring method, questionnaire method, mathematical statistical method, analytics and regulatory prediction method, this article makes a systematic research on the resources of sports talent in Shandong Province at the opportunity of national general survey of sports human resources and makes the preliminary strategy.The results are as follows:1. The survey shows: the overall advantages of Shandong sports resources are obvious, such as a large number of sports human resource, a rational organization and division of sports talent. It has a comparatively mature personnel structure and work system.2. Shandong has a solid foundation of sports elite, while the professional structure of managerial talent of sports is not very rational. At the same time it faces the aging crisis; high-level and compounding type sports managerial talent is deficient; high energetic and well educated coach and referee among athletics sports are in short supply; the young elite's cultivation efforts remains to be strengthened; the quality of social instructor team is not high; sports educational undertaking should be developed in a more cost-effective manner; the number of high-level sports teachers is comparatively small.3. During 'Eleventh Five-Year Plan' periods, we must adopt growing-type development strategy.4. The goal of the strategy is to cultivate an adequate, able, young, rational, scientific disposed, all in all a high-qualified team.5. In order to improve the structure of sports talent team and increase its whole strength, we should establish the notion that "human resources are the top resources", quicken its reform, provide a good atmosphere, improve the structure of the core talented people, implement three strategies, so as to promote the coordinate development of our province sports undertaking.
