With the reform of the basic education, the number of students learning English in primary and junior school has reached 0 1 billion since the English course was established in grade 3 of primary in the fall of 2001. In China, the main teaching method is classroom instruction, and English teachers play the key role which can not be replaced by others in the process of improving students' ability to learning English. So the quality of English teachers is directly related to the whole quality and the effect of English education. As an ordinary but unique group, the English teachers in compulsory education take the task of enlightening the students' learning of English as well as laying the foundation for the whole life's learning. So can the composition, quantity and quality of this group satisfy the need of schools? How can we perfect the group? By investigating and doing research about the English teachers in Qingshan Lake District of Nanchang City, the essay tries to expound the these teachers' present condition and aims at putting forward the suggestion of constructing and improving the rank of English teachers in compulsory education.This study is doing researching about the basic information of 177 teachers and their quality as well as the training by questionnaire, interview and document. The analysis shows the problem lying in the English teachers in Qingshan Lake District is: The ratio of men teachers and women teachers is unbalanced and the primary school teachers majoring in English are greatly in need, need to enhance the educational background and perfect the structure of academic title, the teachers lack eagerness and understanding of their career, they need to enhance their professional knowledge and are weak in science research, their teaching concept can not fit the reform of new courses, the teaching form is so stereotyped and the classroom teaching is lacking in creation of the English context make it a disadvantaged to students when trying to improving their use of English, the training time and content can not meet the need of construction of English teachers.The essay discusses the result, analyzes the cause, and puts forward the suggestion of perfecting the rank of English teachers in compulsory education: the government should pay more attention to the English teacher and create good atmosphere to enhance the quality of English teachers in compulsory education, perfect and carry out the teacher's qualification system strictly and establish mechanism of becoming teachers, improve the model of training of teacher and try hard to improve the quality of English teachers in compulsory education.
