The Reformed State-owned Universities refer to the colleges and universities which were originally administered by the ministries of the state, but then transformed, by "co-sponsoring, adjusting, cooperating and merging", to ones administered by the local government or co-sponsored by the local and central government and mainly administrated by the local government. There are a large number of such colleges and universities in China, many of which are merged with local ones. Consequently, they account for a very large proportion of China's higher education institutions and have become a corner stone in the development of China's higher education. With the strategy of invigorating the country through science, technology and education, the reformation and development of the Reformed State-owned Universities are crucial to their own survival as well as the success of the national reformation of the higher education and are of vital importance to the development of China's economy.Drawing on the theories and practice of strategic management being developed in the fields of China's higher education over the past years, the paper probes into the strategy and strategic management of colleges and universities. It also analyses the process of strategic management of the Reformed State-owned Universities. As well as their characteristics, with the intention of constructing the theory of strategic development of the Reformed State-owned Universities.The paper is made up of six parts:1.
