A Reflection Upon Local Testing In Shanghai College Entrance Exam

In 1985, Shanghai launched its new program on College Admission and Examination System. In this program, one of the important measures is that Shanghai was authorized to develop its own tests for the test takers all over Shanghai city. M. Since then, local test development has served as one essential component and an experiment sector as well in the local reform of the College Admission and Examination System.In this paper, by means of the statistical analysis, literature analysis, data comparison students survey and other research methods, the author tries to make a reflection on the practice of the local test development through analyzing and evaluating the Political Education Test in Shanghai.With the development of higher education in Shanghai and the joint effort of the testers, experts from both universities and fundamental education fields, Shanghai local test development has seen a series of renovations throughout the past 20 years, for example, the adjustment of test difficulty to the changes in the student number admitted by colleges and to the curricula reform in secondary schools; the usage of item stimulus and items with distinctive local aspects of Shanghai in test; the publishing of test syllabus to promote the standardization of testing; the regulating of local test construction procedure to guarantees the testing quality and security. These renovations both benefit universities' selection of new students and play a positive role in facilitating the quality education and the cultivation of students' creativity and practical abilities in secondary schools.Based on the analysis and evaluations of the items and test scripts in Political Education Test in terms of test goal, objectives, reliability and validity, item and test paper quality and test develop management, the author summarizes the experience and problems in the quality control and the procedure management of test development, and suggested (l)local test development should turn from experience-based to test theory-based; (2) a test quality control and management system with Shanghai local characteristics should be established; (3)a students-performance assessment system should be developed in the secondary schools of Shanghai.In this paper, the author has tries some pioneering researches. The main works are to (1) try to use Rasch rating scale model to process the survey data and study the impacts of Political Education Test on the education and teaching in secondary schools as one aspect of test validity; (2)try to apply Multi-variate Generalizability Theory to the research of test paper structure and suggest an appropriate proportion of different item forms, the numbers of different form items and score values of subjective and objective items.
