Compulsory education is a foundation project which improves citizen's quality a whole and is a significant undertaking that relates with the future of the Chinese nation and the development of our country. The task of making the compulsory education universal occupies an important place in every country. China advances the concept of " compulsory education" officially at the beginning of the twentieth century. Since that time, centring on whether the compulsory education should be charged or not, experts have explored effectively for theory research, system and working practice, have accumulated a wealth of experience so that the compulsory education has been made considerable progress. The voice of free compulsory education has run high in recent years. Using the experience of the existing research achievements, being guided by means of pedagogy, economics and the theory of management, comprehensively utilizing the documental research, investigation research and experience summarization, this thesis seriously studies the system which our country should popularize the compulsory education without any charge and provides a series of feasible scheme.Most of the countries in the world have heatedly argued the question of whether the compulsory education should be completely free or not. By probing into the innate characters of the compulsory education, by summing up the main characteris tics of it and by comparing the theory development of compulsory education in most of the countries, this thesis reaches the conclusion that the compulsory education should be completey free. But historically, compulsory education and free education in foreign countries had not been put into effect at the same time. Moreover, each country differs greatly in political systems above, every country adopts itsown management system of compulsory education and its own method of implementing the free compulsory education. Firstly, this thesis sums up and reviews the development course of the compulsory education in china since the beginning of the twentieth century, especially the system changes of funds put into the compulsory education, and from the systems angle, deeply analyses why the compulsory education in china cannot be free, secondly this thesis comprehensively compares the main sources of compulsory education funds the fund-sharing systems. The finance-shifting payment systems, and the management systems. Thirdly this thesis makes a systematic introduction of "freely educational resources certificate", comments profoundly on it and summarizes, for one thing, the strong points of the systems of spreading the free compulsory education and for another, the experience of other countries for reference. Fourthly, basing on what has already been demonstrated above, this thesis expounds and proves six aspects to raise the efficiency of compulsory education in China, which are strengthening laws and regulations, trying every efforts to raise funds , establishing expenditure—sharing systems ,forming payment—equally shifting rules, perfecting "county—the leading role" educational systems, advancing the free compulsory education gradually. Moreover, this thesis provides a series of systematic rules of spreading free compulsory education and predictly calculates individual cases. At last ,keeping to the stand of the administrator of the compulsory education—country governments at all levels, this thesis discusses the relationships between free schooling and non-state run schools, between balanced development and equalitarianism, between top quality educational resources and school—selection among students.
