The study on quality supervision of compulsory education in rural areas from the underdeveloped regions, is mainly based on rethinking the facts as follow. Firstly, quality supervision is weakened severely, and that is hidden by the problems from educational expenditure in rural areas from the underdeveloped regions. Obviously, if educational expenditure is limited and given, by the way, to expand the educational expenditure isn't discussed by this paper, then improvement on quality and efficiency consists in management and all-around educational supervision. However, the actual survey makes clear that educational practitioners pay too more attention to external conditions than personal efforts in management, and overemphasize the design of plan instead of the control of implement. For a long time, people have insisted that it is enough to make the rural education run and have some lessons, and that improvement of quality supervision is regarded as luxurious. As such a large quantitaties of managerial deficiencies in rural education are covered up, and the function of quality supervision nearly is neglected or fall into formalization in the extreme. As a result, quite restricted educational resources without supervision, hardly lead to expected benefit. Secondly, after "No Entrance Exam" policy was implemented, there is severely lack of the educational quality supervision in elementary school in rural areas. For plenty of factors restricting, people haven't found more effective methods of the education quality supervision in elementary school than traditional entrance examination discarded. Educational Services and educational practitioners at bottom haven't found the solutions to this problem for years. Thirdly, improvement of quality supervision becomes more and more important with the Government's increasingly focusing on rural education and the reform of rural education constantly advancing.The paper is divided into four chapters. Chapter â…  sets forth two problems: one is to analyze the necessity to strengthen quality supervision, which is mostly discussed from three aspects above. The other is to summarize related issues about the thesis.In chapter â…¡, based on the far-ranging survey on Lu'an city in Anhui provincewhich is a national development area for supporting the poor with combination, this paper sums up the main difficulties confronted by compulsory education in rural areas from the underdeveloped regions. The function of supervision is feeble or deficient in educational system both inside and outside, and supervisors are generally of lower specialization, while supervisees are in passive manipulation and strong resistance. In the course of supervision, the programs are confined, the execution is simple and unshaped, and the accountability agencies are too slow and sackless to work further. In chapter III, the paper accounts for these problems in two aspects: the first is direct, involving the analyses of people's knowledge of "supervision", nature and complexity of supervision, demands for supervision and sources of supervision tasks, feasibility of supervision plans and so on; the second is fundamental and indirect, with a deeper inquiry for the empirical characteristics of educational administration produced by the historical stage in social productivity development in rural areas, and the restrictions from the centralization of state power in educational administration of our country, the influences from the traditional philosophy of management in Chinese culture, the confusion of values in the stage of social transformation, and the forces in a variety of "hidden rules".Chapter IV proposes a plan to resolve the problems in educational quality supervision. In this paper, that is a keystone. First of all, a new approach for thinking is put forward that the system of quality supervision is projected according to its two parts-"intendance system" and "control system". "Intendance system" is mostly intended to expand the agencies for supervision, construct the structure of quality supervision with political and non-political power coexisting, and to enrich the meaning of supervision and improve the methods of supervision, in order to overcome the difficulties in deficiency in supervision force. "Control system" primarily aims at building the special organization, enhancing the ability of collecting information, prompting the role or mission of supervision agencies, making the institutional procedure and work mechanism. Its primary purpose is to transform the information of compulsory education by supervision and evaluation into powerful actions of control, and then to insure the efficient, perfect, well-ordered development of compulsory education in rural areas from the underdeveloped regions.
