It was not anticipated that the problem of farmers losing land would become so serious. From the outside manifestation of the problem, it seems that the emergency of the problem was the marginal cost of urbanization: the more the urbanization develops, the more the problem appears. But through the analysis of reason of the problem, we can see either the blemish in our law system or the shortage in the compensation for the take-over or the lack for guarantee has the" artificial" factor, so as long as we change the thought and idea, modify work method, this problem can certainly get appropriate resolved. With the viability assessment, realistic analysis and the operability analysis of "Land for Guarantee", the author initiates that "Land for Guarantee" should be legalized, systemized, and theorized. While handling the problem of farmers losing their land, we emphasize on social insurance guarantee, and make it consistent policy.
