In different countries and areas, the highly developed economy always corresponded with abundant human resources that are closely related with the social progressing. The economy and culture is always developed in the area where its education is developed too. Following the globalization of the economy, the comparison on the overall national strength and the competitiveness between the countries is practically the comparison on the education and the high-quality human resources. The education and the high-quality human resources are the decisive factors of the overall national strength and international competitiveness in a country. While establishing a comprehensive evaluation index system and a better management are the important means to our macro management and micro incentives. Therefore, evaluation on human resources is of great social significance. Paying attention to education evaluation and instigating it have come to an agreed requirement for international education management. We surely believe that it is the focus of evaluation work to establish a reasonable and scientific education evaluation system.In many research fields, multiple indexes to the discussing object need to be considered in order to analyze the problem comprehensively and appraise the object systematically. Because there probably exists correlation between variables, we must use multivariate statistical analysis methods to analyze the data of all variables at the same time. Multivariate statistical analysis is the subject of the reliance and inherent statistical regularity of multiple stochastic variables. It originated at the beginning of last century. As computer appeared and developed, multivariate statistical analysis hasbeen extensively used in economics, sociology, meteorology, medicine, etc. In practice, it has been proved to be an effective implement for quantified analysis.Among the methods of multivariate statistical principle components analysis and factor analysis stir are the two frequently used. Both principle components analysis and Factor analysis involve the thoughts of reducing dimension. The principle components analysis is to the every sample index variable, and according to the principle of variance most, confirm the comprehensive variable (principle component) to describe all variables and arrange them in an order. By the study of the structure of covariance matrix (or correlation matrix) of variables, we look for less comprehensive stochastic variables (common factors) to express the correlation of all variables.There are defects in the two methods respectively though they have been used extensively. The defects directly influence the accuracy and reliability of the outcome in application. In this paper, the two methods are integrated and we have an improved method of multivariate statistical analysis, make up their defects, and apply them in the comprehensive evaluation.This paper consists of five sections.In chapter one, we first introduce the background of proposing human resources evaluation in institutions of higher education and its purpose, meaning and affections in 1. 1. Then we recall the development of education evaluation in China in 1.2 and put award the calculating method of the evaluation on the educational human resources in 1. 3.In chapter two, we introduce the calculating method of the evaluation. We utilize the method of comprehensive evaluation in the evaluation on our high education human resources, and introduce its application. By using the methods of principle components analysis and factor analysis, finally we get the method of ordering and scoring the human resources in the higher education. In 2.1, we introduce the thoughts, the model, the attributes and the calculating steps of the principle components analysis. In 2. 2, we introducethe thoughts, the model, the attributes and the calculating steps of the factor analysis.
