Research On The Optimizing Configuration Of Shanghai Ordinary Advanced Education Resources Since The Reform And Opening (1978-2002)

The resources, which need to be used and consumed in the existence and development of the ordinary advanced education, are called Ordinary Advanced Educational Resources. Within a certain period, the educational resources supply is always restrained to a kind of ration. We shall constantly focus on optimizing the structure of education and logically collocating the resources of the ordinary advanced education, if the ordinary advanced education wants to meet the demands of the development of the economy and society, and enhance the level of civilization and education. The optimizing configuration process of the advanced educational resources is that we utilize the finite advanced educational resources whereas make them bring best efficiency as well as effect, foster more as well as better talented individuals. On all accounts, let the saying 'make each individual contribute all his talents' work.Contrarily, if the collocation of educational resources is unreasonable, or the resources are seriously wasted, then it is impossible to satisfy the requirements of the development of the society, nor to make education bring social and economic effect. Therefore, how to optimize and collocate the resources, to utilize the existing advanced educational resources, and how to improve the utilization ratio of them have been the issues which Shanghai City keeps on following closely and resolving gradually.During the over two decades since the Reform and Opening, the undertaking of ordinary advanced education in Shanghai has made great strides. However, with the development of the economy and the educational reform's deepening, some problems are being exposed, especially the unreasonable collocation of advance educational resources. These resources are utilized in low efficiency, which leads to the waste of human resources, finance, properties, and consequently influence the advancement of teaching standards.My dissertation firstly reviewed the development of Shanghai ordinary advanced education in these two decades and then tried to discover the existing problem from the development. Based on these facts, it discussed the optimizing configuration steps that Shanghai Ordinary Advanced Educational Resources has taken, from the angle of resources configuration.
