With the implementation of the modern distance education project for elementary and middle schools in the countryside, there are three modes developed in the course: teaching CD broadcast, satellite teaching receiving, and computer classroom. This research has been probed into effective methods about how to popularize ICT education in the less-developed region and poor mountain area of our province under these environments.I am along effective use of the learning resource, having investigated the development of the rural distance education of our province from all directions. This thesis is made up of five parts altogether.The first part is the introduction, which expounds the background, purpose and meaning of this research. It also points out that effective use of the learning resource is the settlement way to the advance of rural teacher's professional development, improving teaching quality, and even narrowing information disparity and digital gap.The second part is documents study, which defines several important concepts involved to this text.The third part is research approach and step involved. This research integrates document study, participating observing, deep interview, and materials collecting, adopts the way to cooperate with the elementary and primary schools, and uses action research by regarding rural teacher as a researcher and practical situation as study place.The fourth part is on the basis of classifying the learning resource, which focuses on the human resources, information resources, environmental resources, and combining local resources with distance resource, to explore how to utilize learning resources effectively.The fifth part is the countermeasure and review. On the foundation of summarizing this text in an all-round way, it proposes several counter-measures on how to use learning resources effectively, especially realize the efficiency and proficiency of the learning resource.
