With striding development of universities in recent years, universities have confronted difficulties in organization management. The teachers' innovation in scientific research has severely been fettered by traditional management structures and organizational behavior modes. The problems are partly on teachers themselves, but most are closely related to our organization mechanism that must be reformed, otherwise it will not satisfy the development of modern universities and scientific innovation in college teachers.This paper studies the organization mechanism in universities by means of scientific innovation in college teachers, in order to explore some reform modes to promote teachers' innovation. As the topic is associated with a wide range of fields, the paper applies the basic principles and methodology in pedagogy, management, HR management, organizational behavior and public administration in the discussion.Firstly, the paper expounds the characteristics of colleges and universities, and their relations with college teachers' scientific innovation, analyzes problems in the structures and behaviors of university organizations, explains the mutual relations between university organization and college teachers' scientificinnovation from individual and organizational aspect to draw forth significant importance of organizations for teachers. Secondly, combined with the practical reality, the paper discusses the problems in teachers' scientific innovation and organizational factors. This part of discussion chiefly involves marginal administration, the vertical and multi-layer organization structures, the one-track motivation mechanism, the failure of teachers' team construction and the prejudice in teachers' evaluation system to try to find the sources for these problems. Finally, the paper puts forward some suggestions on establishing effective organization mechanism of scientific innovation such as the establishment of horizontal organizations, the structural modes of duality powers, and the improvement of teachers' evaluation system and the poly-motivation modes of teachers' performance.Because of the long-term perplexity of planned economy thinking, the reform of higher education moves forward slowly. But we must meet head-on the difficulties to achieve the power for sustainable development. The paper also believes that the reform of university organizations is not a onetime movement, instead we should speed up at small paces and pay more attention to the integrity, the systematism, the coordination. Horizontal organization structure can be a shortcut for the reform of university organization. Establishing teachers' scientific research team will promoteorganization efficiency, which is also one of the innovative views in the paper.
