With the reform of China politics and economic system deepening, education itself get more and more changes. The schools, big or small, realize to promote its educational quality and efficiency. Teachers are the masters of the school, and the quality of teacher's work determines the future of the school. Facing to the realism of the fairly eligible quality of the teacher in China city primary and middle school, either the Ministry of Education or the schools are beginning to emphasize the teacher management. In the management theory, motivation can promote the people's work enthusiasm and inspire their potential. So, teacher motivation becomes the valid method to develop teachers. The study of teacher motivation gets great attention.This thesis takes both the education and management perspectives to approach the topic of teacher motivation in China city primary and middle school, grounded on two levels: ideological and methodological. It begins with the analysis of current empirical problems in teacher motivation, further probes into the theory foundation, and finally establishes specific motivation models and methods.From the research of this thesis, the following conclusion are deduced: First, considering the characteristics of school and teacher's demands, this thesis put forward the guideline of motivating teachers: First, has a thorough grasp of the characteristics of teacher's demands. The characteristics of teacher's demands are different from those of employees in corporation and government. What's more, the younger, middle-aged and elder teachers have different advantage need. Second, based on the characters of organization, this thesis establishes the motivation mechanism, which is adept to the characteristics of school organization. We should integrate the consistent motivation mode and the variety grassroots profession alliance's independence motivation mode. What's more, we also integrate the rigidity and flexible, material and spirit encourage means.Second, under the teacher's motivation theory guidance, there are some means which we can make use of: stipend system, training system, promoting system and target management system. However, all of about should be improved based on the actuality. Finally, based on different teachers' needs characters, this thesis brings forward the motivation model of combination of different advantage needs in the light of the different kinds of teachers.
