In this study, the conductor tries to address the problem of brain drain that perplexes all universities in Gansu province. Qualitative analysis and quantitative analysis have been adopted and different methods such as questionnaire, interview, discussions, and case study have been used in the studying process. Ten universities that have a history of more than ten years were chosen and data about the past twelve years were collected for a comprehensive study and Northwest Normal University has been chosen for case study. Environment, the university's conditions, and personal reasons have been analyzed to find the reasons and regular pattern for brain drain, corresponding strategies are proposed.The external causes of brain drain in Gansu include environmental factors and university conditions. Environmental factors include external and internal social environment, economic, cultural, and natural conditions of the province; University conditions include the management system, humanistic environment, academic atmosphere, the chance and challenge that a university have, and what kind of living and working conditions and social security and chances of advanced study the university can provide for qualified personnel. Internal causes include personal beliefs, ideals, values and family burden. In short, the brain drain in Gansu' s universities is often caused by many different factors.An effective solution to the problem of brain drain concerns the whole society. In order to keep qualified personnel working in the universities of Gansu province, proper policies are necessary, but what is more important is to find out the regular patterns through analysis of the reasons and tendencies so that the flow of qualified personnel can be macroscopically regulated by the government and happens in a rational, orderly, and scientific way. To be more specific, thegovernment should further change its ideas and establish and amplify scientific and macroscopic mechanics for a flow of qualified personnel; reform should be deepened to encourage and aid universities so that they can be more independent; policies about qualified personnel should be perfected so that there will be an ideal environment in the universities. The authorities of universities should take correct views about qualified personnel and create intramural advantages to stabilize a team of teaching and scientific research; measures should be taken to accumulate the inflow of highly qualified personnel and form a fine regional atmosphere for them through emotional exchange and putting them in important positions.
